On the occasion of the fifth meeting of the U.S.-Russian Joint Commissionon Economic and Technological Cooperation (The Gore-Chernomyrdin Commission)in Moscow on June 29-30,1995, the Russian Federation Ministry of AtomicEnergy and the United States Department of Energy reaffirmed their commitmentto jointly cooperate to ensure the highest possible standards of nuclearmaterial protection, control and accounting. They recalled the agreementof their governments to demonstrate and test nuclear material control andphysicalprotection equipment at the Mayak reactor grade plutonium storage facility.They also noted that cooperation in the area of nuclear materials protection,control and accounting will be expanded at the following five facilities:- Podolsk Scientific Production Association Luch
- Dmitrovgrad Scientific Research Institute for Nuclear Reactors
- Elektrostal Machine Building Plant (highly enriched uranium breeder reactorfuel line)
- Mayak chemical plant
- Obninsk Physics and Power Engineering Institute
They agreed that during the period of August 1-15, 1995, two teams of U.S.specialists will visit the five facilities to perform site surveys to facilitatethe development of joint improvement plans.They further agreed to install and demonstrate under operational conditionsthe U.S.-supplied control and protection equipment at Mayak.
