"The September 1991 Presidential Nuclear Initiatives and the Elimination, Storing and Security Aspects of Tactical Nuclear Weapons," by Joshua Handler, September 2001 Dear all,

I have received a number of phone calls asking about the various rumorson internet press sites about tactical nuclear weapons and the currentcrisis.

I recently finished a presentation for a UNIDIR seminar on the future oftactical nuclear weapons 10 years after Presidents Bush, Gorbachev andYeltsin made their famous unilateral pledges to remove from deployment,consolidate, and eliminate many of the tactical nuclear weapons in theU.S. and Soviet/Russian nuclear arsenals.

The presentation contains information on the status of theimplementation of the Presidential initiatives, i.e. the withdrawalsfrom deployments, the numbers of weapons eliminated, current storagenumbers, and estimates of the remaining weapons.

Much of the information comes from material received under the FOIA oris based on statements by Russian or U.S. officials. In addition, Imake use of some recently declassified satellite imagery andcommercially available satellite images.
