FORMER SOVIET UNION THREAT REDUCTION

The Department recommended $475,500,000 for the Former Soviet UnionThreat Reduction programs. The Committee recommends $456,100,000, a netdecrease of $19,400,000. The Committee has recommended changes to eachprogram in accordance with the House-passed Defense Authorization bill.However, the Committee is also recommending an increase of $12,000,000for the biological weapons proliferation prevention program for additionalsecurity enhancements.

Former Soviet Union Threat Reduction

For assistance to the republics of the former Soviet Union, includingassistance provided by contract or by grants, for facilitating the eliminationand the safe and secure transportation and storage of nuclear, chemicaland other weapons; for establishing programs to prevent the proliferationof weapons, weapons components, and weapon-related technology and expertise;for programs relating to the training and support of defense and militarypersonnel for demilitarization and protection of weapons, weapons componentsand weapons technology and expertise; $475,500,000, to remain availableuntil September 30, 2002: Provided, That of the amounts provided underthis heading, $25,000,000 shall be available only to support the dismantlingand disposal of nuclear submarines and submarine reactor components inthe Russian Far East.

Russian nuclear submarine dismantlement and disposal- The Committeedirects that $25,000,000 of the funds provided for the Former Soviet UnionThreat Reduction Program be used to support Russian nuclear submarine dismantlementand disposal activities begun in fiscal year 1998. The Committee furtherdirects that a status report regarding this program be provided to theCommittee not later than February 15, 2000.
