Agreement Between The GovernmentOf The United States Of America And The Government Of The Russian FederationConcerning The Shutdown Of Plutonium Production Reactors And The CessationOf Use Of Newly Produced Plutonium For Nuclear Weapons


The Government of the United States of America and the Government ofthe Russian Federation, hereinafter referred to as the Parties,

Affirming the commitment to nuclear disarmament and to the irreversibilityand transparency of nuclear arms reduction as
articulated by the President of the United States of America and thePresident of the Russian Federation on January 14. 1994;

Expressing their desire to cooperate with each other to elaborate measuresdesigned to prevent the accumulation of excessive stocks of plutonium andto reduce them in the future;

Noting that an important contribution to a nuclear weapons nonproliferationregime would be made by a verifiable cessation of production of fissilematerials for nuclear weapon and by the most rapid conclusion of an internationalconvention to this e,effect with the widest possible participation of statesand on a non­discriminatory basis;

Have agreed as follows:

Article I

1. All reactors listed in the Annex to this Agreement, which is an integralpart of this Agreement, shall permanently cease
operations no later than the year 2000. Those reactors in the Annexto this Agreement that have already ceased operations prior to entry intoforce of this Agreement shall not resume operation.

2. In order to facilitate the cessation of the operation of the reactorsidentified in the Annex to this Agreement as soon as
possible, the Parties undertake to adopt agreed steps proceeding fromthe understanding that replacement sources of thermal and electric energyshould be developed on the same schedule as specified in paragraph 1 ofthis Article

Article II

1. The plutonium produced after entry into force of this Agreement inthe reactors identified in the Annex to this Agreement shall not be usedin nuclear weapons.

2. Within six months of signing of this Agreement, the Parties shalldevelop procedures necessary to assure compliance with the obligation providedfor in paragraph 1 of this Article.

3. The Parties will strive to reach agreement on the earliest possibletotal cessation of the production of plutonium for use in nuclear weapons.

Article III

1. This Agreement shall enter into force as of the date on which theParties exchange diplomatic notes regarding their
implementation of the appropriate procedures required for entry intoforce of the Agreement.

2. This Agreement may be modified by agreement between the Parties .

3. This Agreement may be terminated at any time by either Party uponone year's written notice. Notwithstanding the
termination of this Agreement for any reason, the obligations providedfor in Article II of this Agreement shall continue in effect with respectto plutonium produced between entry into force of this Agreement and thedate of its termination.

DONE at Washington, in duplicate, this twenty­third day of June,1994, in the English and Russian Languages, both texts being equally authentic.
