The Avangard plant, located in the town of Sarov (the town is also commonly known as Arzamas-16), has been one of the principal nuclear-weapon production facilities of the Ministry of Atomic Energy of the Russian Federation (Minatom). The report is prepared under contract DE-AC01-99NN40123 between the Analytical Center on Non-Proliferation and the U.S. Department of Energy under the auspices of the Nuclear Cities Initiative.
