The Status Report On The Analytical Center For Non-Proliferation IPPE, OBNINSK

Located in Obninsk, the Analytical Center for Non-Proliferation is part of the A.I. Leypunsky Institute of Physics and Power Engineering (IPPE). Funding for the Center is provided by the W. Alton Jones Foundation.
I. Projects Funded to Date:
Project:Development of a Concept for a Second Line of Defense Against Nuclear Materials Diversion. Source: U.S. Foundation. Description: The analysis is intended to formulate basic conceptual provisions about the structure of a second line of defense, including:
Customs controls,
Development of export controls policies,
Development of a scientific and logistical basis for its functions and tasks, and
Linking that defense to First Line of Defense systems.
Status: Final report completed December 2000. The report has been tested at a Russia/CIS Conference, and the authors intend to distribute the report for comment. Additional Obligations: Organization and implementation of Second Line of Defense concepts, formulation of nuclear component and technology Trigger List, training of customs staff in use of non-destructive assay technologies.
Project:Analytical Center Newsletter. Source: U.S. Foundation. Description: The newsletter describes the activities of the center. It is published in Russian only. Status: The first issue was published in May 2000; the second issue was published in October 2000.
Project:Analysis of the U.S.-Russian Cooperative MPC&A Program, from the Russian Point of View. Source: U.S. Foundation. Description: This project evaluates the progress and problems with the MPC&A effort, and will recommend ways to enhance collaboration. The study will address the program's present status, options for future development, and technical perspectives. This project has met with some difficulties: not all Russian institutes have been willing to participate, given the sensitivity of the subject. The goal is to publish a draft by the end of 2000. Status: Not Yet Received Additional Obligations: Provision of recommendations to enhance MPC&A cooperation.
Project:Review of Possible Proliferation-Resistant Nuclear Energy Technologies. Source: U.S Foundation. Description: This project surveys the range of emerging technology of fuel cells, accelerator-driven energy systems, thermionics, and thermo electrical conversion that may reduce the proliferation risks of nuclear energy sources. Status: Not Yet Received.
II. Other Activities at the Center:
Project:Plutonium Registry. Description: IPPE was responsible for the preparation of the inventory of civilian separated plutonium report submitted to the IAEA. The IPPE project on the declassification of Russia's military inventory is being funded by the Russian government and did not receive funding from the U.S.
Project:Translation and Distribution of RANSAC Report Description: This project carried out a translation of RANSAC's August, 2000 report on the Materials Protection, Control, and Accounting program, Renewing the Partnership. The report will be distributed to 150 Russian specialists.
