The Status Report On The Analytical Center For Non-Proliferation RFNC-VNIIEF, SAROV (ARZAMAS-16)

Located in Sarov (formerly Arzamas-16), the Analytical Center for Non-Proliferation is a part of the All-Russian Scientific Research Institute of Experimental Physics (VNIIEF). Funding for the Center is provided by the W. Alton Jones Foundation; the John Merck Fund; the Ploughshares Fund; and the U.S. Department of Energy.

I. Projects Funded to Date:

Project: RFNC-VNIIEF Quarterly Information Bulletin
Source: U.S. Foundations; DOE.
Description: Publishing of a quarterly bulletin on Center activities, under contract with the Department of Energy. The issues include information on:
  1. International cooperation with RFNC-VNIIEF;
  2. Demographic and population data for the city of Sarov;
  3. Infrastructure for the region;
  4. Tax collection data; and
  5. Wage tables and ruble exchange rates, 1998 through 1999.
Status: Issue 1 was submitted to the U.S. in 1999; Issues 2, 3, and 4 were submitted in 2000.
Additional Obligations: Posting of the Quarterly Bulletin on the RFNC-VNIIEF Web Page.

Project: Review of Conversion Capabilities and Experience of the Avangard Plant.

Description: A brief review of the civil production history of the Avangard Electromechanical Plant. Contracted through the Department of Energy, This report provides the history of the plant's founding, the production capabilities and processes at the Avangard plant; and provides some examples of its conversion activities in manufacturing for space programs, technical guarding tools, kidney dialysis equipment, and anti-terrorism tools.
Status: Report Submitted 2000.
Additional Obligations: Organization of a technical workshop on:
  1. VNIIEF conversion experience;
  2. International cooperation on conversion; and
  3. Infrastructure development for Nuclear Cities Initiative projects.
Project: Significance of Russian Federation Legislation on Closed Cities; Nuclear Weapons; Dual-Use Technologies Export Control for Non-Proliferation.

Description: A history of the legal establishment of the closed cities, the legal and social environment, the restrictions on residents' rights, and the issues associated with "opening" the closed cities
Status: Report Submitted 1999.
Additional Obligations: Integration of report findings into a published article that will review the current status and required improvements in the legislation.

Project: History of Soviet Nuclear Weapons Programs and Nuclear Infrastructure.

Description: The report is expected detail the more than 50 years of activities on the development of nuclear weapons and peaceful uses of nuclear energy in the Russian Federation.
Status: Report Received March 2001.
Additional Obligations: The manuscript will be expanded to include a discussion of nuclear power programs.

Project: Control of Alternative Nuclear Weapons Materials.
Source: U.S. Foundations.
Description: This project will analyze management of fissile materials (except Pu-239, U-235, and U-233) that could be used to create nuclear explosives, and actinides with strong properties that could be used as radiological weapons.
Status: Report Received March 2001.
Additional Obligations: The manuscript received in March 2001 will be expanded.
