Mr. Luongo is the President of the Partnership for Global Security.
Prior to this position, Mr. Luongo served as the Senior Advisor to the Secretary of Energy for Nonproliferation Policy and the Director of the Office of Arms Control and Nonproliferation at the U.S. Department of Energy. In addition, Mr. Luongo served as the Director of the Department of Energy's North Korea Task Force and as Director of the Russia and Newly Independent States Nuclear Material Security Task Force.
He previously served as a staff member in the U.S. Congress in the following positions:
Subcommittee Professional Staff Member on the House Armed Services Committee; Legislative Assistant for National Defense and International Security and designee to the Senate Armed Services Committee for Senator Carl Levin (D-MI); and Legislative Assistant for National Security and Foreign Policy and designee to the Senate Defense Appropriations Subcommittee for Senator William Proxmire (D-WI).
Before joining the Department of Energy, Mr. Luongo served as the Senior Washington Representative for Arms Control and International Security with the Union of Concerned Scientists.
Prior to his work in the Congress, Mr. Luongo served as the Senior Program Associate with the Program on Science, Arms Control, and National Security of the American Association for the Advancement of Science.
Mr. Luongo also has held appointments as a Senior Visiting Fellow and as a Visiting Research Collaborator with Princeton University's Program on Science and Global Security. He is also the author of numerous articles on arms control and international security issues and co-editor of The Search for Security in Space.
Mr. Luongo received his B.S. in Journalism from the School of Public Communication of Boston University, and holds an M.A. in International Affairs from the School of International Service of the American University.

Raphael Della Ratta is director of the Biological Proliferation Prevention Project and the Weapons of Mass Destruction Expertise Redirection Project for the Partnership for Global Security (PGS). In this capacity he is responsible for tracking the range of government programs and non-governmental initiatives aimed at providing peaceful employment opportunities for nuclear, chemical, and biological weapons scientists, engineers, and production workers in Russia and the former Soviet Union, as well as emerging workforce redirection programs in other regions of the world.
Prior to joining PGS, Mr. Della Ratta spent four years with Exchange/Monitor Publications, where he was responsible for two specialized newsletters: the Nuclear Weapons and Materials Monitor, and the Chem-Bio Weapons and Defense Monitor. As managing editor of these publications, Mr. Della Ratta reported on a range of issues associated with nuclear, chemical, and biological weapons, weapons demilitarization technologies, and policy initiatives to address the threat posed by these weapons.
Mr. Della Ratta earned his M.A. in English Literature from the Catholic University of America in 1994. He also earned a B.A. in English Literature and Philosophy in 1992 from Mount Saint Mary's College, in Emmitsburg, Maryland. |

Michelle Marchesano is a Research Analyst for the Partnership for Global Security (PGS). Her primary research involves PGS's globalization and next-generation proliferation prevention project. Additional responsibilities include monitoring global nonproliferation initiatives and developments, organizing workshops and conferences related to PGS' projects and goals, and attending relevant Congressional hearings and expert meetings in Washington, DC.
Ms. Marchesano graduated magna cum laude from Drexel University with a B.A. in History and Political Science and a Certificate in Writing and Publishing.

Brendan Matthews is a Research Assistant at the Partnership for Global Security (PGS). He is assisting in the development and organization of the May 5-6 Biosecurity Conference. He is currently pursuing an M.A. in Security Policy Studies at The George Washington University's Elliott School of International Affairs, specializing in transnational security and Middle East politics. |

Matthew Kapuscinski is the Nuclear Nonproliferation Research Assistant at the Partnership for Global Security (PGS). He also edits the Nuclear News, PGS's bi-weekly newsletter highlighting relevant WMD and nonproliferation issues from around the world. Mr. Kapuscinski is currently studying at the George Washington University's Elliot School of International Affairs where he is pursuing his undergraduate degree in International Relations with a concentration on Economics and Security. He will graduate in May 2011.

Adam Glenn is the Congressional Outreach and Communications Coordinator at the Partnership for Global Security (PGS). His responsibilities include research pertaining to the issue of nuclear nonproliferation and how these events relate to the goals of the Obama Administration. He is also tasked with updating and maintaining the Obama Nonproliferation Agenda tracker located on the PGS homepage. Mr. Glenn graduated with a B.S. in Brain, Behavior and Cognitive Sciences from the University of Michigan - Ann Arbor. Currently, Mr. Glenn is a participant in American Universities' Washington Semester Graduate Gateway Program, where he is pursuing a graduate education in the field of International Affairs. |

Emily Kilborn is the Biological Proliferation Prevention Research Assistant at the Partnership for Global Security (PGS). She researches and analyzes bioproliferation issues and the threats posed by accidental or intentional misapplication of biological technology. Ms. Kilborn also compiles the Global Biosecurity Bulletin published by PGS several times a year. She is currently pursuing an M.S. in Foreign Service at Georgetown University, specializing in international relations and security. |
