Kenneth N. Luongo; Executive Director
Mr. Luongo is the Executive Director of the Partnership for Global Security.

Prior to this position, Mr. Luongo served as the Senior Advisor to the Secretary of Energy for Nonproliferation Policy and the Director of the Office of Arms Control and Nonproliferation at the U.S. Department of Energy. In addition, Mr. Luongo served as the Director of the Department of Energy's North Korea Task Force and as Director of the Russia and Newly Independent States Nuclear Material Security Task Force.

He previously served as a staff member in the U.S. Congress in the following positions:

Subcommittee Professional Staff Member on the House Armed Services Committee; Legislative Assistant for National Defense and International Security and designee to the Senate Armed Services Committee for Senator Carl Levin (D-MI); and Legislative Assistant for National Security and Foreign Policy and designee to the Senate Defense Appropriations Subcommittee for Senator William Proxmire (D-WI).

Before joining the Department of Energy, Mr. Luongo served as the Senior Washington Representative for Arms Control and International Security with the Union of Concerned Scientists.

Prior to his work in the Congress, Mr. Luongo served as the Senior Program Associate with the Program on Science, Arms Control, and National Security of the American Association for the Advancement of Science.

Mr. Luongo also has held appointments as a Senior Visiting Fellow and as a Visiting Research Collaborator with Princeton University's Program on Science and Global Security. He is also the author of numerous articles on arms control and international security issues and co-editor of The Search for Security in Space.

Mr. Luongo received his B.S. in Journalism from the School of Public Communication of Boston University, and holds an M.A. in International Affairs from the School of International Service of the American University.

Raphael Della Ratta: Project Manager
Raphael Della Ratta is director of the Biological Proliferation Prevention Project and the Weapons of Mass Destruction Expertise Redirection Project for the Partnership for Global Security (PGS). In this capacity he is responsible for tracking the range of government programs and non-governmental initiatives aimed at providing peaceful employment opportunities for nuclear, chemical, and biological weapons scientists, engineers, and production workers in Russia and the former Soviet Union, as well as emerging workforce redirection programs in other regions of the world.

Prior to joining PGS, Mr. Della Ratta spent four years with Exchange/Monitor Publications, where he was responsible for two specialized newsletters: the Nuclear Weapons and Materials Monitor, and the Chem-Bio Weapons and Defense Monitor. As managing editor of these publications, Mr. Della Ratta reported on a range of issues associated with nuclear, chemical, and biological weapons, weapons demilitarization technologies, and policy initiatives to address the threat posed by these weapons.

Mr. Della Ratta earned his M.A. in English Literature from the Catholic University of America in 1994. He also earned a B.A. in English Literature and Philosophy in 1992 from Mount Saint Mary's College, in Emmitsburg, Maryland.

Jennifer Lacey: Nuclear Analyst
Jennifer Lacey is a Nuclear Analyst for the Partnership for Global Security (PGS). She specializes in researching terrorism involving weapons of mass destruction, nuclear smuggling, and emerging WMD supply networks, and her research experience includes assessments of the nuclear programs of various nations, including South Africa, Australia, the Democratic Republic of Congo, and Iran. Her responsibilities include monitoring U.S. government funding for, and legislative action on, nonproliferation initiatives, and attending relevant Congressional hearings and expert meetings in Washington, DC.

Her work has been published by the Stockholm International Peace Research Institute (SIPRI), WMD Insights, and Arms Control Today. Ms. Lacey has also conducted a comprehensive study of Iran’s nuclear program, and has presented on the implications of the A.Q. Khan nuclear proliferation network. Prior to joining PGS, Ms. Lacey was a Research Associate for First Watch International.

Ms. Lacey holds a bachelor's degree in International Studies and Spanish from Denison University.

Michelle Marchesano: Research Analyst
Michelle Marchesano is a Research Analyst for the Partnership for Global Security (PGS). Her primary research involves PGS’s globalization and next-generation proliferation prevention project. Additional responsibilities include monitoring global nonproliferation initiatives and developments, organizing workshops and conferences related to PGS’ projects and goals, and attending relevant Congressional hearings and expert meetings in Washington, DC.

Ms. Marchesano graduated magna cum laude from Drexel University with a B.A. in History and Political Science and a Certificate in Writing and Publishing.

David Dreilinger: Nuclear Nonproliferation Research Analyst
David Dreilinger is the Nuclear Nonproliferation Research Analyst for the Partnership for Global Security (PGS). He edits Nuclear News, PGS's bi-weekly newsletter regarding pertinent WMD and nonproliferation issues from around the world.

Prior to joining PGS, Mr. Dreilinger was a policy analyst at Israel Policy Forum, where he wrote a weekly news analysis piece about the Middle East peace process. His work has been published in the LA Times, Beirut Daily Star, and other publications. Mr. Dreilinger also interned at the Woodrow Wilson International Center for Scholars and was a teaching assistant for an international trade course.

Mr. Dreilinger is pursuing his M.S. in Foreign Service at Georgetown University with a concentration in Foreign Policy and International Security. He earned his B.A. in History from Wesleyan University in 2004.
David Dreilinger: Nuclear Nonproliferation Research Analyst

Karen Davis: Biological Proliferation Prevention Research Analyst
Karen Davis is the Biological Proliferation Prevention Research Analyst for the Partnership for Global Security (PGS). In this position, she researches and analyzes the funding and implementation of government biological proliferation prevention initiatives as well as national and international efforts to control the threat posed by the accidental or intentional misapplication of biological research.

Ms. Davis is currently pursuing her M.A. in Security Policy Studies at the George Washington University's Elliott School of International Affairs. Her specializations include Strategic Concepts and Military History as well as Security and Development. She earned her B.A. in Political Science from Susquehanna University in May 2007.
